Fishery Notice

This fishery notice amends FN1188 to correct the designated landing observer service provider (J.O. Thomas and Associates) hours of operation. The full corrected fishery notice follows. 

In 2020, Area E Gill net Fraser River chum harvest opportunities are being 
managed as an Individual Transferable Quota (ITQ) demonstration fishery and 
will be based on available commercial TAC. Sufficient quota is required to 
participate in any fishery opening below.

Gillnets open on the following dates and times:

November 2, 2020 from 04:00 hours to 21:00 hours 
November 4, 2020 from 06:00 hours to 19:00 hours 
November 6, 2020 from 06:00 hours to 19:00 hours
 
The Area E individual transferable quota (ITQ)share for each Area E licence is 345 chum based on an initial share of 0.25974% of the Area E commercial Gill net TAC of 132,805 chum prior to any quota reallocations that may have been made. Vessels participating in this fishery need to ensure they have sufficient chum quota remaining by accounting for any catch to date and any reallocations that have been made.

Fishing Area:
Subareas 29-11 to 29-17 and portions of Subareas 29-3,29-4,29-6,29-7,29-9 and 29-10 known as the Fraser River Mouth. 

The Fraser River Mouth is described as those waters off the mouth of the Fraser River bounded on the west by a line from a fishing boundary sign on Point Grey on the mainland, thence northerly to the Point Grey bell buoy, thence westerly to the navigation buoy west of Point Grey, thence southwesterly to the navigation buoy west of Sand Heads, thence southeasterly to the most westerly point of the International boundary between Canada and the United States of America in the Strait of Georgia, thence easterly along the International Boundary to the mainland; and bounded on the east by a line commencing at a fishing boundary sign located near the entrance to Canoe Passage, thence true north to a fishing boundary sign on Westham Island, thence following the shoreline of Westham and Reifel Island to the intersection of a line true north and south through the navigation light at the westerly end of the Woodwards Training Wall, thence true north to a fishing boundary sign on the shore of Lulu island, thence following along the southerly shore of Lulu Island to Garry Point, thence following the westerly shoreline to the most northwesterly point of Lulu Island, thence to the most southwesterly point of Sea Island, thence following the shoreline to the Iona Island Road, thence following the Iona Island Road Causeway to the shoreline of Iona Island, thence following the southerly and westerly shoreline of Iona Island and the North Arm Jetty to the most westerly navigation light on the west end of the North Arm Jetty, thence northeasterly to a boundary sign on Point Grey (the point of commencement).

The target in this fishery is Chum salmon. Retention of hatchery marked Coho salmon is also permitted and there is a mandatory non-retention and non-possession of wild (unclipped) Coho, Chinook, Sockeye, Pink, Steelhead, and Sturgeon in effect(none of these species may be onboard a vessel that is engaged in fishing unless they are being revived in the revival tank immediately prior to release).  This fishery has been designed to address stocks of concern constraints.  

Catch validation is mandatory and individual licence holders are required to

Prior to any dockside landing of fish, the vessel master shall hail in to 
the designated landing observer service provider at 1-866-930-4000 between 
08:00 hours and 23:00 hours seven days per week and provide the following 
information:
- vessel name;
- vessel registration number;
- name and Fisher Identification Number of the vessel master;
- contact phone number;
- date, time, port and location of landing of the fish;
- name of fish buying station where fish are to be landed;
- product type;
- estimated number of pieces by species;
- area fished; and sub-area fished

The vessel master shall retain a copy of the validation record 
provided by the packer at each delivery.

NOTE:

Hatchery marked Coho means a Coho salmon with a healed scar in place of the adipose fin. 

Vessel masters must, prior to leaving for the fishing grounds, either phone AMR at 1-888-387-0007, or submit the details via e-log, to complete a start fishing report and announce their intention to fish. These reports will be used to monitor fishing activity. Vessels will be monitored on the grounds to ensure that start fishing reports have been filed prior to commencement of fishing. At the end of each fishing day prior to 08:00 hours of the next day, the vessel master must, as a condition of licence, record their catch information in their Salmon Log Book and report their catch by calling AMR at 1-888-387-0007. Fishers are encouraged to register their FIN and logbook number by calling 1-877-280-3474 to facilitate the daily reporting process. Vessel masters using E-logs must digitally transmit this information using a properly encoded electronic mail message.

Important note: In order to reduce potential impacts on Steelhead and Coho, a maximum net length of 100 fathoms and a maximum soak time of 30 minutes is in place for this opening.  This means that a maximum aggregate net length of 100 fathoms (approximately 187.5 metres) is on the drum of the vessel.  Minimum mesh size is 158 mm (approximately 6.25 inches).  Maximum depth 60 meshes.  Maximum hang ratio 3:1. Maximum corkline to web distance is 45 cm.  

Lost fishing gear shall be reported within 24 hours of determining that gear has been lost. Lost Fishing Gear forms are available online at:

As required by the US Marine Mammal Protection Act regulations, all countries exporting fish and fish products to the United States must comply with the updated import provisions which include requirements to report and record all incidental fishery-related interactions with marine mammals. Environment and Climate Change Canada continues to monitor seabird by-catch in net fisheries. Please retain and provide all dead birds entangled in nets to DFO, or call the BC Wild Bird Mortality Line (1-866-431-2473). Label birds with date, time, location and vessel name. If you see a sea turtle, please call this toll-free phone number: 1-866-I SAW ONE (1-866-472-9663). Please include information such as the type of sea turtle seen (e.g. Leatherback), the location and time of sighting. 

If a whale becomes entangled in fishing gear, fishers should immediately call the Observe, Record, Report (ORR) line at 1-800-465-4336. Fishers are advised not to attempt to free the whale of the fishing gear as this can pose a serious threat to the safety of the fisher and the animal.
