Fishery Notice

Area E licence holders are reminded that the 2020 Area E Fraser Chum fishery in Area 29 will be managed as an Individual Transferable Quota (ITQ) demonstration fishery. This demonstration fishery was proposed by the Area E Harvest Committee and reviewed as part of the work to implement updates to the Commercial Salmon Allocation Framework (CSAF) and was included in the draft 2020/2021 IFMP for public review and feedback prior to approval.

The ITQ demonstration fishery will occur in traditional Fraser River Area E portions of Pacific Fisheries Management Areas (PFMA) 29. Note:  Area E Chum fisheries in other parts of the coast e.g. Nanaimo, Nitinat, Cowichan will be managed the same as previous years (i.e. competitive).  

The ITQ will be determined based on the final in-season run size of 1,084,000 Chum (FN1146). DFO will announce the commercial Area E TAC and any openings for Fraser Chum in subsequent Fishery Notice(s).

Area E licence holders are now permitted to transfer their quota with other Area E licence holders only. Transfers of the entire allocation for the season or for a specified percentage. Licence holders will be required to make their own transfer arrangements and submit the paperwork to the Department. The Department will not help to arrange transfer requests. Overages are not permitted for any vessel. It is a violation of licence conditions and a chargeable offence. No further fishing shall be permitted for any vessels with insufficient Fraser Chum quota remaining to account for any Fraser Chum retained. In the event of an accidental overage (i.e. final count of salmon landed are in excess of the quota), the overage must be covered by a quota reallocation within 24 hours of landing and validation.

Harvesters that participate in the ITQ fishery will be required to land all catch at one of the mandatory landing sites and/or designated packers to have the catch validated by an independent dock side monitoring program service provider to reconcile landed catch with the ITQ. The fee for any dock side monitoring services will be the responsibility of the harvester. Please refer to your conditions of licence for specific requirements.
