Central coast Coho limited entry demonstration fishery

This demonstration fishery was first implemented in 2016 as part of the work to 
implement updates to the Commercial Salmon Allocation Framework (CSAF). The 
purpose of this demo fishery is to permit a small scale opportunity for a 
limited number of vessels to access Coho and Pink salmon in Areas 6, 7 and 8 
during the month of August and to gather stock composition data where there is 
currently poor biological information available. 

This fishery will be subject to sudden closure should undesignated vessels 
attempt to fish the following areas or designated vessels not comply with the 
conditions of the fishery.

A random draw was used to select and rank order vessels by time period and 
area. This selection occurred on July 16 with ranking of selections listed in 
FN0659. This fishery is a limited effort fishery where effort will be limited 
to 4 vessels in Area 6, 3 vessels in Area 7, and 2 vessels in Area 8 for 2 week 
periods during the month of August as originally proposed and approved in the 
IFMP. This fishery will also have additional mandatory monitoring requirements 
to facilitate CWT and DNA sample collection. Please note that harvesters are 
required to cover costs of the monitoring program, consistent with CSAF 
objectives and requirements. Please refer to notes below for details. 

The top 4, 3 and 2 vessels were then designated for each time period for Areas 
6,7 and 8 respectively.  The next 2 vessels have been identified as alternates 
and will be permitted to fish the named areas provided on of the designated 
vessels does not participate in the fishery.

open to trolling for designated vessels, for Coho and Pink salmon until 23:59 
hours, August 15, 2019.

1. Those portions of Subareas 6-9 and 106-1 that lie outside of a line that 
begins at 53 degrees 09.835 minutes north and 129 degrees 47.579 minutes west
(south tip of Banks Island) then to 53 degrees 05.100 minutes north and 129 
degrees 46.600 minutes west then to 53 degrees 05.000 minutes north and 129 
degrees 50.100 minutes west then to 53 degrees 08.600 minutes north and 130 
degrees 08.900 minutes west then to 53 degrees 10.000 minutes north and 130 
degrees 08.900 minutes west then to 53 degrees 10.000 minutes north and 129 
degrees 57.127 minutes west then to the beginning point.
Note:  The Otter Passage Rockfish Conservation Area closure is in effect.

point located 1 mile East of Humphreys Point then to a point located 1 mile 
east of Dupont Island Light then to Ulric Point on Aristazabal Island.

3. That portion of Subareas 6-13 that lie north of 52 degrees 27.200 minutes 
north.

4. That portion of Subarea 106-2 that lies north of 52 degrees 27.200 minutes 
north and outside of a line that begins at 52 degrees 42.800 minutes north and 
129 degrees 32.500 minutes west then to 52 degrees 45.300 minutes north and 129 
degrees 25.100 minutes west then to 52 degrees 38.940 minutes north and 129

2. Those portions of Subareas 7-26 and 107-3 that lie west of 128 degrees 
10.000 minutes west and outside of a line that begins at 52 degrees 0.400 
minutes north and 128 degrees 29.700 minutes west then to 52 degrees 0.400 
minutes north and 128 degrees 23.400 minutes west then to 51 degrees 50.600 
minutes north and 128 degrees 26.100 minutes west then to 51 degrees 50.600 
minutes north and 128 degrees 29.100 minutes west then to 51 degrees 56.100 
minutes north and 128 degrees 32.500 minutes west then to the beginning point.

3. Those portions of Subareas 8-1 and 108-1 that lie west of 128 degrees 10.000 
minutes west and outside a line that begins at 51 degrees 28.815 minutes north 
and 128 degrees 05.194 minutes west at Herbert Point then to 51 degrees 28.815 
minutes north and 128 degrees 10.800 minutes west then to 51 degrees 35.820 
minutes north and 128 degrees 10.048 minutes west then to 51 degrees 35.820 
minutes north and 128 degrees 08.936 minutes west on Calvert Island then 
southerly following the shoreline to the beginning point.
Note: The West Calvert Rockfish Conservation Area closure is in effect.

4. Subareas 108-2 and Area 109.

Retention of Coho and Pink salmon is permitted. 
Retention of Chinook, Sockeye and Chum salmon is not permitted.
Retention of Steelhead is not permitted.

Variation Order No. 2019-CCTR-01 is in effect 00:01 hours, August 1, 2019. 


NOTES:

1. Vessels participating in the Central Coast Limited Effort Coho Demo fishery 
must begin a new fishing trip prior to commencing fishing.

2. Each vessel must inform the Area F Troll Manager, Peter Katinic, by phone 
(250-559-8330) or email (peter.katinic@dfo-mpo.gc.ca), 24 hrs prior to the 
start of fishing and within 24 hrs of stopping fishing. This is in addition to 
the standard reporting requirements listed in the Area F Conditions of Licence.
 
3. Catch from this fishery must be separated from catch caught in other areas 
or in the main fishery to facilitate dockside CWT and DNA sampling.

4. All vessels will be required to ensure that all coho salmon heads are 
retained. Exemptions listed by Fishery Notice (E.g. FN 0586) do not apply to 
this fishery. Please refer to FN0600 or your Area F Conditions of Licence for 
salmon head retention and delivery requirements.  

5. All vessels are required to contact JOT to arrange for dockside sampling of 
fish caught in Areas 6-8 and 106-109.  Vessel masters must phone JO Thomas & 
Associates (JOT) at 1-888-624-2646, the day prior to landing, between 7:00 AM 
and 5:00 PM. Landing of catch can only occur at designated landing ports and 
are as follows: 
i) Masset;
ii) Queen Charlotte;
iii) Prince Rupert / Port Edward;
iv) Port Hardy; or
v) Vancouver.

6. Area F troll vessel masters shall maintain a harvest log of all harvest 
operations. Please refer to conditions of licence for details. For those vessel 
masters planning on meeting these conditions using a paper harvest log, 
arrangements must be made with an authorized service provider (Archipelago 
Marine Research (AMR)). Vessel masters may also meet these conditions using an 
electronic harvest log (E-Log) and shall submit this information by digital 
transmission to the Salmon Fishery Database in a properly encoded electronic 
mail message.  Arrangements for E-Log must be made with the authorized service 
provider M.C. Wright and Associates.

7. Start Fishing Report - Prior to beginning fishing on the first day of a 
fishing trip, Area F vessel masters are required to submit a start fishing 
report containing the following information:

a) Vessel Name;
b) Vessel registration number;
c) Intended fishing start date;
d) Areas to be fished;
e) Contact phone number;
f) Name of Vessel Master

8. Daily Catch Reports - Fishers are reminded that Daily Catch reporting is a 
mandatory requirement for all fishing activity even if no fish are caught.  
Daily Catch Report required within 24 hours of entering port or fishery 
closing. 

9. The 24-hour number for updated troll announcements for the salmon 
season is 1-866-431-3474.

10. Barbless hooks and operating revival tanks are requirements in this fishery.

11. Other:

Lost fishing gear shall be reported within 24 hours of determining that gear 
has been lost to Fisheries and Oceans Canada by completing and submitting the 
Lost Fishing Gear form available online at http://www.dfo-mpo.gc.ca/fisheries-
peches/commercial-commerciale/index-eng.html. For more information, refer to 
your area conditions of licence.

As of June 1st, vessels throughout the critical habitat of the Southern 
Resident killer whale, including recreational boats and commercial vessels, 
will be required to stay at least 400 metres away from all killer whales. 
Vessels are also asked to reduce their speed to less than 7 knots if they are 
within 1,000 metres of killer whales in certain areas, and to turn off their 
echo sounders and turn engines to neutral idle if a whale is within 400 metres.

As required by the US Marine Mammal Protection Act regulations, all countries 
exporting fish and fish products to the United States must comply with the 
updated import provisions which include requirements to report and record all 
incidental fishery-related interactions with marine mammals. As such, Canada 
has committed to updating license conditions for all marine commercial and 
First Nation economic fisheries to include reporting requirements for 
interactions with marine mammals. The link to the online National form and

Environment and Climate Change Canada (ECCC) is monitoring seabird by-catch to 
determine potential impact on bird populations under current fishing effort and 
bird numbers. Fishers are requested to submit all dead birds entangled in nets 
to ECCC for species confirmation and DNA analysis to determine the colony of 
origin.

Please call your local charter patrol to organize pick-up, drop carcasses off 
at a local DFO office, or contact ECCC directly by calling the Wild Bird 
Mortality Reporting Line 1-866-431-2473 (BIRD). Handle birds with gloves, 
double bag dead birds. Label bag with date, time, location, fishery opening and 
vessel name (Skipper name isn't needed). Alternatively, please send photographs 
of birds with a reference object such as a coin, and the date, time, location, 
fishery opening and vessel name to laurie.wilson@canada.ca. Questions: contact

Fisheries and Oceans Canada is interested in reports of sea turtles in BC 
waters.  By documenting sightings we are able to learn more about how, when, 
and where these turtles are using our waters. If you see a sea turtle, please 
call this toll-free phone number: 1-866-I SAW ONE (1-866-472-9663). Please 
include information such as the type of sea turtle seen (i.e. leatherback), the 
location, and time of sighting. 

Fishers should be advised that whales can be encountered in the fishing area. 
Fishers should take precautionary measures to avoid fishing near whales to 
avoid potential contact with fishing gear. If a whale becomes entangled in 
fishing gear, fishers should immediately call the Observe, Record, Report (ORR) 
line at 1-800-465-4336. Fishers are advised not to attempt to free the whale of 
the fishing gear as this can pose a serious threat to the safety of the fisher 
and the animal. 
   
Fishers are advised to notify local DFO managers or patrol vessels to report 
abandoned, lost, or entangled gear.
