FN1120-COMMERCIAL - Salmon: Seine - Area B Opening- Nitinat Chum - Area 21 & 121 - October 16-17, 2016
Area B Seines open daily from 0700 hours to 1900 hours Sunday October 16th and Monday October 17th, 2016 in Area 21 and a portion of Subarea 121 inside a line from Pachena Point to a position 2.0 nautical miles true south of Pachena Point, then to a position 2.0 nautical miles true south of Bonilla Point and then to Bonilla Point. The Cheewhat River has a 0.5 of a nautical mile radius closure from a point located at 48 degrees 39.711 minutes North latitude and 124 degrees 48.991 minutes West longitude. The Klanawa River has a 0.5 nautical mile radius closure from a point located at 48 degrees 41.963 minutes North latitude and 124 degrees 56.839 minutes West longitude. The Carmanah River has a 0.5 nautical mile radius closure from a point located at 48 degrees 36.285 minutes North latitude and 124 degrees 43.793 minutes West longitude. The target stock is Nitinat chum; pinks may be retained. Sockeye, coho, chinook and steelhead may not be retained. Fishing is permitted by purse seine gear with a minimum bunt size of 70 mm. Note: Fishers are required to obtain Start Fishing Reports numbers from the service provider AMR and record them in their logbook prior to arriving on the fishing grounds. The cell coverage at Nitinat is poor and fishers must phone in prior to leaving port. Variation Order No. 15-SAL-21-SN-04 Variation Order No. 15-SAL-21-SN-05 The use of power skiffs is approved. Brailing is not mandatory in this fishery. Harvesters are requested to brail when feasible, catch must be sorted in a wet area. Harvesters are asked to take all possible actions to release prohibited species in the best possible condition. Harvesters should anticipate that their catch will be monitored for prohibited species during offloading. The weekly escapement goal of 175,000 will be achieved by Saturday Oct 15th; consequently two 12 hour openings are scheduled for this week. The department will review catch, brood stock collection, observed lake abundance and abundance in river to determine if further commercial fishing opportunities are warranted later this week. It is imperative that fishers report into FOS prior to fishing and after each fishing day. Failure to do so will limit fishing opportunities. New for 2016: Please note that all salmon seine fisheries have new requirements in order to improve catch monitoring and fishery compliance. See 2016 Fishery Notices FN0521 and FN0522 which highlight some of these changes and requirements for Area B Seine fisheries. Refer to your Conditions of 2016-17 Salmon Area B licence for details on complete changes. NOTE: 1. Seine vessel masters are reminded that logbooks and operating revival tanks are mandatory as condition of their licence and are legal requirements. 2. The mandatory logbook and phone-in program will be in effect similar to the Johnstone Strait sockeye fishery. Vessel masters are reminded to provide start and end fishing reports to the catch reporting service provider by phoning Archipelago Marine Research Limited (AMR) at 1-888-387-0007. Vessel masters are also reminded that within 48 hours of stopping fishing, or within two (2) hours of completing landing of catch from the fishery, whichever comes first, to provide an offload catch report to the catch reporting service provider with the weight by species (in pounds) of fish landed. Note that a phone report is required for all fishing activity even if no fish are caught. Failure to report zero catches may result in the over estimation of total catch. 3. Fishers are reminded it is an offence under Section 7 of the Marine Mammals Regulations to disturb marine mammals. Fishers are advised to follow the Be Whale Wise: Marine Wildlife Guidelines for Boaters, Paddlers and Viewers (BWW) which are available from local Fisheries Offices or on-line at http://www.pac.dfo-mpo.gc.ca/fm-gp/species-especes/mammals-mammiferes/view- observer-eng.htm to avoid disturbing local killer whales and other marine mammals. 4. Fishers are requested to avoid fishing among birds and not to run the net if birds are near the net. Fishers are requested to retain all dead birds which are entangled and to release live and unharmed birds by placing them in the water. Please check all birds for metal bird bands (rings) on the leg. If a bird is banded please contact Laurie Wilson with the band number and capture date and location at 1-866-431-2473 (BIRD) or by the email below. Handle birds with gloves, double bag dead birds and label each bird with date, time, and location and store them on ice. Please call your local charter patrol to organize pick-up or drop them off at a local DFO office. Alternatively, please send photographs of birds with a reference object such as a coin, and the date, time and location to laurie.wilson@canada.ca. Your names and vessel names do not need to be identified or included. 5. Fisheries and Oceans Canada is interested in reports of sea turtles in BC waters. By documenting sightings we are able to learn more about how, when and where these turtles are using our waters. If you see a sea turtle, please call this toll-free phone number: 1-866-I SAW ONE (1-866-472-9663).
