FN1174-COMMERCIAL - Herring: Food and Bait - Licencing and Area Selection Process
The Food and Bait Herring season is anticipated to open on November 7, 2015. The share-based approach for access to the Food and Bait herring quota which was implemented last season (2014/2015) will be continued for this season (2015/2016). For each of the areas where there is quota, the available quota will be shared on an equal percentage basis by each of the current 252 roe herring seine licence eligibility holders who have selected or defaulted to that area. For area selection purposes, all licence eligibilities will default initially to the Strait of Georgia area; however licence eligibility holders may select Area: PRD (Prince Rupert District) during the Food and Bait area selection process. Area selection will be permitted from 08:30 hours Wednesday November 4 until the deadline date and time of 23:59 hours Wednesday November 4, 2015. The proposed interim quotas for the Food and Bait herring fishery are 500 tons in Prince Rupert District (PRD) and 4,000 tons in Strait of Georgia (SOG). These quota levels are subject to change; any changes will be announced by fishery notice. The process will be as follows: 1) Registration in NOLS: If not already done, licence eligibility holders are required to activate their NOLS account by registering and using the 'passcode' that was previously provided to them in the mail in August 2013. If they choose to do so, eligibility holders may designate a representative in the NOLS who may access the system on their behalf. If you require assistance with this process please call 1-877-535-7307. 2) Only submit an area selection if you are choosing to fish in Area: PRD for the 2015/2016 fishery year; all other ZM Food and Bait licences will default to Area: SOG. Submit Request in the NOLS - Area Selection & Vessel Designation as described below. At the deadline time all other ZM Food and Bait herring licences will default to Area: SOG. Eligible HS Licence Holders may begin submitting their area selections and designating the catcher vessel(s) no earlier than Wednesday November 4, 2015 at 08:30 hours (early submissions will not be processed) by logging into their NOLS account and navigating to and selecting: - Submit Request; - Select the Party Account that holds the HS licence eligibilities; - Select the request type: Vessel Transactions - Select the sub-request type: Attach/detach Vessel to/from Vessel; - Under the banner of Requestor Info: you will find an equal number of ZM licence(s) as HS or FHS licence eligibilities held. Select one or more ZM licence(s) by clicking in the check-box for that licence; - Scroll down to the Comments box and type in: ------- a) Area Selected: PRD ------- b) Designated Vessel: MV Any Vessel Name, VRN 123456 ------- c) Vessel Master email address - Scroll down towards the bottom of the page and select 'Submit'; - Fisheries and Oceans Canada will receive your selection submission and data enter the information provided and mark the status of your request as 'DFO Approved - Pending Payment'; - You may review the status of your request at any time by navigating to and selecting 'Request Status'. Note: Area selection and Vessel designation will end at 23:59 hours Wednesday November 4, 2015. Area selections will be processed on a first come first served basis. Please note all requests submitted via the NOLS will be processed by the Department based on the date and time stamp of the submission of the request. Reminder: the designated vessel (vessels may be designated with multiple ZM licences) must be a Canadian (Department of Transport) registered vessel and that vessel is required by Transport Canada to have a valid Stability booklet. Fisheries and Oceans Canada will load the $30.00 ZM licence fee to your NOLS account for payment and announce the commencement of licence issuance which is anticipated to be Thursday November 6, 2015. For further information on the National Online Licensing System and step by step instructions: http://www.dfo-mpo.gc.ca/FM-GP/SDC-CPS/licence-permis-eng.htm 3) Reminder: SOG licence applicants will also need to designate a catcher vessel and provide the vessel master e-mail address prior to fee payment in NOLS and licence issuance. Both SOG and PRD licence applicants may re-designate their vessel prior to licence issuance. Refer to instructions above to Submit a Request to Attach/detach Vessel to/from Vessel in NOLS. 4) Payment in NOLS: Upon announcement of the commencement of licence issuance pay the 2015 (ZM) licence fee using the National Online Licensing System. Commencement of licence issuance will be announced by way of a Fishery Notice. Licence holders and vessel masters are advised to review the licence conditions which will be issued with respect to the ZM license. At-sea observer coverage is mandatory for this fishery.
