FN0385-COMMERCIAL - Salmon - Catch Monitoring Pilots for 2014
For the 2014 fishing season, Fisheries and Oceans Canada plans to continue all salmon catch monitoring pilot programs initiated in 2013. The broad objectives of the pilot programs are: 1. To establish consistent monitoring requirements based on ecosystem risk amongst fisheries; 2. To develop accurate and precise landed catch estimates using independent verification tools; and 3. To improve confidence in at sea release estimates. For the 2014 fishing season, the primary objective of the pilot programs are to increase confidence in catch estimates, therefore programs shall focus on independent verification of landed catch. The pilot programs are meant to support DFO's efforts to manage fisheries to meet escapement targets. Information about fishing effort, retained catch, at-sea releases and mortality on a stock and area basis is used to assess species and stock specific harvest mortality. Independent verification of fishery dependent information is necessary to assess the quality of the fishery dependent information, the level of management risk, and to provide the public with confidence in the management of the fishery. While all fisheries will be required to meet catch monitoring requirements over time, competitive (full-fleet) fisheries will be expected to continue to implement enhanced catch monitoring programs that include a minimum of 20% independent verification of landed catch. Such areas include: Area A seine for pink and sockeye (PFMA 3 and 6); Area C gill net for sockeye (Skeena and Nass), Area D gill net for sockeye (Johnstone Strait), Area E gill net for sockeye (Fraser River) and Area G troll for chinook (WCVI). Some areas will also include verification of at sea releases. Consistent with national policy for harvesters to be responsible for the full cost of monitoring programs, participants will expected to fund all monitoring programs in 2014. Archipelago Marine Research Ltd. (AMR) and M.C. Wright and Associates Ltd. will continue to provide services for the logbook and fishing reports (start/stop/catch reports) in 2014. The service provider(s) for dockside and at-sea validation services will be confirmed by the Area Harvest Committees. Designated landing sites will be communicated via Fishery Notice prior to the start of the fisheries. Details of reporting requirements will be outlined in the relevant Conditions of Licence.
