FN0352-COMMERCIAL - Pelagics: Tuna - USA68 Vessel Replacements


A tentative agreement has been reached between the Governments of the United 
States and Canada on a three year fishing regime for the 2014 to 2016 fishing 
seasons under the USA/Canada Pacific Albacore Treaty. Although the 2014 Treaty 
has not yet been officially approved by the Government of Canada, the 
Department of Fisheries and Oceans intends to begin accepting applications for 
USA Section 68 vessel replacements due to the fact that Canada is required to 
submit a final list of vessels eligible to fish in the USA EEZ in 2014 by June 
1, 2014.

As per the terms of the tentative agreement, vessels ranked from 1 - 45 on the 
USA68 licence eligibility list will be permitted to fish for tuna in the USA 
EEZ in 2014. A separate fishery notice with further details of the 2014 Treaty 
will be released once the Treaty has been approved.

The Department will be accepting vessel replacement requests for USA68 
eligibilities ranked from 1 - 45 until 16:00 hours on Friday, May 23, 2014. The 
standard vessel replacement request form should be completed in full. 
Applicants are also advised to submit a letter which explains the reasons why 
the vessel replacement is being requested.

All vessel replacement applications will be reviewed by a joint USA/ Canada 
review committee, as per the 2014 Treaty amendments. Applications will be 
reviewed against criteria such as (but not limited to): no length increase for 
replacing vessel, USA EEZ fishing history of replacing vessel, and enforcement 
history of replacing vessel. Applicants will be advised of the review 
committee's decision before June 1, 2014.

Completed vessel replacement forms (and attached letters) should be submitted 
by fax to 604-666-5855 (Attention: Felix Markevicius) or by email to
