The results of the draw for the 2012/2013 Food and Bait Herring Lottery that took place on Monday, October 22, 2012 are shown below. Please note that these results, fishery quota, and licence issuance, are subject to the approval of the 2012/2013 Herring Food and Bait Commercial Plan. McMillan Fisheries Ltd. 29310 Southern Ridge LICENCE APPLICATION AND ISSUANCE Applicants identified above are eligible to apply for a 2012/2013 Food and Bait Herring, category ZM licence. Successful applicants will receive a personalized 2012/2013 Application for Food and Bait Herring. This application must be submitted along with the required fee to the Vancouver Pacific Fishery Licence Unit (PFLU) and a 2012/2013 category ZM licence must be issued and on the vessel, prior to the vessel being permitted to harvest. The applicant must sign the application. If the applicant is a company, the Pacific Fishery Licence Unit (PFLU) must have on record a copy of either a Confirmation of Signing Authorities or an Amendment to Confirmation of Signing Authorities form listing the signing authorities. Prior to licence issuance, eligible applicants must: a) Designate a registered vessel that has been designated for a herring seine, (category HS) or as a harvest vessel for a spawn on kelp, (category J) licence within the past five years (2008-2012), and has functioning R.S.W. or C.S.W. capability. b) Provide proof of monitoring via a letter from the service provider verifying their agreement with the delivery of a fishery monitoring and catch reporting program. The Service Company selected by the industry and approved by the Department for the 2012/2013 fishing season is JO Thomas and Associates. Designated Vessels: The vessel identified on the lottery application does not have to be the vessel designated to harvest under any resulting Food and Bait herring licence. Eligible applicants may designate any registered vessel provided that it meets the eligibility requirements as listed above. Redesignations are accepted at any time to a registered Canadian commercial fishing vessel that meets the eligibility requirements. There is no limit on the number of food and bait herring category ZM licenses that may be designated on a vessel. It is the responsibility of vessel owners/masters to consider the carrying capacity and stability of the vessel when designating multiple licenses to a vessel. Observer Letters: Eligible applicants must provide a letter for each application (even if more than one licence is designated to the vessel) from an approved service company indicating that arrangements have been made to meet the notifications, catch verification and catch sampling (at-sea observers). Observers: Licensed fishing vessels will be required to have a Department of Fisheries and Oceans (DFO) approved observer while carrying out fishing operations. Please see your licence conditions for details. There will be weekly conference calls with Food and Bait herring fishery participants to discuss fishery planning. The first call will be preseason on Monday October 29 at 12:15 hours, and subsequent calls will be held each Thursday at 14:00 hours in season, commencing Thursday November 8. The objectives of the call are: - To review the fishing plan for the coming week. - To coordinate at sea observer coverage and biological sampling. - To address in season issues. It is anticipated that the fishery will open at 00:01 hours Wednesday November 7, and close at 23:59 hours February 15, 2013.
