FN0602-COMMERCIAL - Pelagics: Sardine (Pilchard) - 2015-2018 Pacific Sardine Integrated Fisheries Management Plan Approval, Licensing Information for 2015 - Amendment
This fishery notice amends FN0489 which is incomplete. The full corrected fishery notice is as follows: The 2015-2018 Pacific Sardine Integrated Fisheries Management Plan (IFMP) has been approved and is now available for download at the following link: https://db.tt/nYORmV92 As per the approved IFMP, the Total Allowable Catch (TAC) for sardine in 2015 is 0 mt (zero). Please refer to the IFMP for further details related to stock assessment and the sardine harvest framework. A) COMMERCIAL (ZS) & COMMUNAL (ZSF) SARDINE LICENCES - LICENSING INFORMATION: LICENCE RENEWAL REQUIREMENTS APPLICATIONS - Please note that licence renewal paper applications are not being used anymore (for 2015 and in the future). VESSEL DESIGNATION - There is NO requirement to designate a vessel in 2015 given that the fishery will not be opened. GETTING YOUR LICENCE - The commercial category ZS $30.00 licence fee will not be collected this year for this closed fishery; the communal commercial category ZSF licence fee is unchanged at $0.00. ALL licence holders (or their Representative) must go through the payment steps of "paying" this $0.00 fee in the NOLS system. Licence holders may now log into their accounts in the National Online Licensing System (NOLS) to renew their 2015 sardine licences. Once logged into your NOLS account, navigate to the 'Pay Fees' section; you will see a $0.00 (zero) dollar fee for the sardine licence. Through "paying" the $0.00 fee you are requesting issuance of the licence and thereby maintaining your eligibility for the licence (ZS), or priority status (ZSF). Once the NOLS has processed the $0.00 fee payment, you will receive an e-mail notification, and the licence document will be available in your NOLS account. Licences will be issued without conditions of licence; the licence document itself will advise: 'this licence does not authorize fishing for sardine'. DEADLINE TO MAINTAIN LICENCE ELIGIBILITY - The deadline to complete the 2015 Pacific Sardine commercial and communal commercial licence license renewal process through the NOLS is February 9, 2016, however licence holders are requested to do this now, especially if they are not familiar with, or have lost their passcodes for the NOLS as this can add to delays in renewal. Licences that do not have their fees paid by the deadline date are relinquished to the department (ZS), or lose their status on the priority list (ZSF). If renewal requirements through the NOLS are met, the twenty-five (25) ZSF priority applicants that were eligible as a result of the 2014 season will continue to have priority status when the sardine fishery resumes in 2016 (or beyond). ADVISORY LETTER - A letter is being sent to all licence eligibility holders to advise their status and licence renewal requirements for 2015. B) LICENSING SERVICE CHANGES - NOLS REGISTRATIONS: In-person counter service at Pacific Fishery Licence Units was suspended on September 1, 2013. Access to licensing services is now available via the National Online Licensing System (NOLS). All fish harvesters are now required to pay their licence fees through NOLS. If you have already registered in NOLS, you will need your username and password to access your NOLS account. If you need help registering in NOLS, or if you have registered but have forgotten your user name and/or password, client support is available via the PFLU contact details shown below.
