FN0489-COMMERCIAL - Pelagics: Sardine (Pilchard) - 2015-2018 Pacific Sardine Integrated Fisheries Management Plan Approval, Licensing Information for 2015
The 2015-2018 Pacific Sardine Integrated Fisheries Management Plan (IFMP) has been approved and is now available for download at the following link: https://db.tt/nYORmV92 As per the approved IFMP, the Total Allowable Catch (TAC) for sardine in 2015 is 0 mt (zero). Please refer to the IFMP for further details related to stock assessment and the sardine harvest framework. A) CATEGORY ZS - COMMERCIAL SARDINE LICENCES - LICENSING INFORMATION: -------------------------------------------------------------------- Although there is no sardine fishery in 2015, commercial (ZS) licence holders are still required to renew their licences in order to maintain their eligibility. Licence renewal applications are not being used for 2015, and will not be mailed. Instead licence holders may now log into their account in the National Online Licensing System (NOLS) to renew their 2015 sardine (ZS) licences. Once logged into your NOLS account, navigate to the 'Pay Fees' section; you will see a $0.00 (zero) dollar fee for your ZS sardine licence - the $30 licence fee will not be collected for this closed fishery. You must go through the payment steps of paying this $0.00 fee in the NOLS system; by paying the $0.00 fee you are requesting issuance of the licence and thereby maintaining your eligibility for the licence. There is no requirement to designate a vessel. Once the department has processed the fee payment, you will receive an e-mail notification, and the licence document will be available in your NOLS account. Licences will be issued without conditions of licence; the licence document itself will advise: 'this licence does not authorize fishing for sardine'. The deadline to complete the 2015 Pacific Sardine commercial licence fee payment requirements is February 9, 2016. Licences that do not have their fees paid by the deadline date are relinquished to the department. B) CATEGORY ZSF - COMMUNAL COMMERCIAL SARDINE LICENCES - LICENSING INFORMATION: ------------------------------------------------------------------------------ Because there is no fishery in 2015, there will be no communal commercial (ZSF) licensing process. The twenty-five (25) ZSF priority applicants that were eligible as a result of the 2014 season will continue to have priority status when the sardine fishery resumes in 2016 (or beyond). The eligible priority applicants will receive a letter shortly advising of their status. C) LICENSING SERVICE CHANGES - NOLS REGISTRATIONS: -------------------------------------------------- 1) In-person counter service at Pacific Fishery Licence Units was suspended on September 1, 2013. Access to licensing services is now available via the National Online Licensing System (NOLS). All fish harvesters are required to pay their 2015 commercial (ZS) sardine licence fees through NOLS. 2) You must activate your NOLS account using the Passcode that was mailed to you in 2013 in order to view, pay for and print your 2015 commercial fishing licences, licence conditions, and receipts. If you have already registered, you will need your username and password to access your NOLS account. 3) If you need help registering, or if you have registered but have forgotten your user name and/or password, client support is available via the PFLU contact details shown below. NOLS registration information is also available at: http://www.dfo-mpo.gc.ca/fm-gp/sdc-cps/products-produits/user-manual- utilisateurs-eng.htm 4) For transactions that are not yet available in the National Online Licensing System (e.g. Vessel replacements and nominations), licensing services will continue to be available via telephone, e-mail and fax as shown below. 5) Please visit the Pacific Region Licensing website and subscribe to fishery notices for updates on the National Online Licensing System and licensing services: http://www.pac.dfo-mpo.gc.ca/fm-gp/licence-permis/index-eng.html D) PACIFIC FISHERY LICENCE UNIT: -------------------------------- - toll free telephone (1-877-535-7307) - ask for the Pacific Region - email (fishing-peche@dfo-mpo.gc.ca) - specify Pacific Region in subject line - fax (604-666-5855) - NOLS - use the 'Submit Request' feature to send us a question/comment FOR MORE INFORMATION: ------------------------ Please contact the Sardine Resource Manager, Courtney Druce, at 604-666-2188.
